Article 16 of the Regulation on the Prevention of Major Industrial Accidents and Mitigation of their Effects requires establishments within its scope to keep certain information publicly available. The text below is that notification.

Notifications to the Ministry
Our establishment is subject to the provisions of the Regulation on the Prevention of Major Industrial Accidents and Mitigation of their Effects. The hazardous substances covered by Annex-1 Parts 1 and 2 of the Regulation have been declared using the notification system of the Ministry of Environment and Urbanisation (BEKRA Notification).
According to the BEKRA Notification, our establishment is a lower tier facility. Under Article 10 of the Regulation, a Major Accident Prevention Policy (MAPP) document has been prepared and is held at the factory.
Activities carried out at the establishment
Since its foundation, the main activity of Nuhpanel A.Ş. has been the manufacture of open profiles, ribbed sheets and sandwich panels by cold forming or folding, supplying its products to the domestic and export markets.
Hazardous substances
The substances specified in Annex-1 Parts 1 and 2 of the Regulation that could cause a major accident, and their principal hazard properties:

Hazardous substances cover all substances that may be present as raw materials, intermediates, finished products, by-products, wastes, catalysts, fuels and auxiliary substances, as well as products formed as a result of loss of control in chemical processes. Where there is no CAS number, the IUPAC name or another international chemical name is sufficient. The classification follows the Regulation on the Classification, Labelling and Packaging of Substances and Mixtures (SEA), published in Official Gazette No. 28848 (repeated) of 11/12/2013.
No chemical substances are manufactured at our establishment; hazardous chemicals are used only as auxiliary substances and fuel. The necessary declarations relating to the chemicals used have been made to the notification system of the Ministry of Environment and Urbanisation.
What is done in the event of a major accident
In the event of a major accident, as set out in the MAPP Plan and the emergency instructions, the operations in the relevant unit and process are stopped first and the emergency system is activated.
The automatic shut-off valves on the tanks and pipelines that form part of the emergency system close and the sprinkler systems are activated. The personnel on duty in the emergency notification system first inform their supervisor; where necessary, the unit supervisor calls the relevant public authorities and neighbouring facilities to report the need for assistance.
If the emergency arises outside working hours, the emergency team leaders and unit supervisors are called and informed. In port operations, if an accident occurs because of an incident on a vessel, operations are stopped and the Port Authority, the coastguard and the relevant units are informed. Where marine pollution is involved, the contracted company and the relevant public authorities are informed and the emergency plan is activated.
General information on major accident hazards
The likelihood that the chemicals used in the process and classified as hazardous substances would have a fatal effect on people and the environment around the factory through fire, explosion or dispersion is very low.
Against accidents that could occur at the port facilities, the necessary cooperation is maintained with public authorities, the coastguard, the contracted organisation and neighbouring facilities; training and drills are held, and preparations for response in the event of dispersion are maintained to a plan.
Arrangements at the facility
All operations, maintenance and activities carried out at the plant are set out explicitly in procedures and instructions. The tables, lists, guides and policies within those procedures and instructions cover everything necessary for the safety of the plant.
The equipment on site is maintained periodically. The pipelines and tanks are tested and their intervals are tracked electronically; the pressure gauges, pressure transmitters and level indicators on them are calibrated annually. The emergency equipment is maintained, and weekly, monthly, six-monthly and annual tests are recorded by the relevant units.
Against pressure rises, the gas compressors carry pressure-set equipment that shuts the compressor down when the set pressure is reached and prevents the pressure from rising further.
The personnel employed hold all the certificates required to work in this industry and receive the necessary training at set intervals. Fixed telephones, mobile telephones and radios for use at sea and on land are available for communication.
The facility has gas detection systems, overfill warning systems on the tanks, 24-hour level, pressure and temperature monitoring, automatic control systems, audible and visual warning systems, automatic shut-off valves, camera systems, and earthing and lightning protection systems; these are measured annually. Work permits are prepared and risk analyses are carried out. In addition to the fire detection system there are foam tenders, CO₂ systems, fire pumps, sprinkler systems and hydrants; these are tested regularly and used according to the scenarios in drills.
Cooperation with emergency services
When an emergency occurs inside the facility, the personnel encountering it immediately inform the unit supervisors, the emergency team leaders and the security office. According to the scale of the emergency, the relevant supervisor notifies the ambulance service, the fire brigade, the police, the neighbouring facilities, the Provincial Disaster and Emergency Directorate and the district governorship.
If the emergency is on a scale that would also threaten the public living in areas near the neighbouring facilities, the Factory Emergency Management Group reports to the Provincial Disaster and Emergency Directorate and the district governorship and requests support.
